No — Richland Hills and North Richland Hills are two separate incorporated cities in Tarrant County, although they share a name root and are geographic neighbors. Richland Hills (~8,128 residents) was incorporated in 1953 and sits south of NRH. North Richland Hills (~71,564 residents) was incorporated in 1953 separately and is roughly nine times larger by population. Both are served by Birdville ISD.
