Westover Hills is a very small (~711 residents, Census 2020), wealthy town entirely surrounded by Fort Worth on Fort Worth's west side. It is consistently ranked among the highest-median-income communities in Texas. The town was incorporated in 1931 and was originally developed by Amon G. Carter Sr. as an exclusive residential enclave. Westover Hills operates its own town government, police, and municipal court despite being a Fort Worth enclave, and is part of Fort Worth ISD.
